Abstract

 Asatidz competency is widely recognised as the primary determinant of tahfiz student quality, yet systematic competency management in small Islamic boarding schools remains underexplored. This study examines the management of asatidz competency development in producing quality tahfiz students at Pondok Pesantren Ruuhul Qur'an Mumtaz (RQM) Cilengkrang, Bandung a scholarship-based tahfiz institution serving students primarily from Eastern Indonesia. Three research questions are addressed: (1) How is asatidz competency development planned? (2) How are asatidz competency and student memorisation quality evaluated? and (3) What factors support or inhibit the competency management process? Employing a qualitative descriptive-analytical approach with field research design, data were gathered through participatory observation, semi-structured interviews with institutional leaders, active asatidz, and tahfiz students, and documentary analysis. Data were analysed using Miles and Huberman's interactive model. Spencer and Spencer's (1993) Iceberg Model of competency encompassing knowledge, skill, self-concept, traits, and motives served as the primary analytical framework, complemented by Terry's POAC management functions. Findings reveal that RQM's competency management is characterised by strong deep-level competencies (motives, traits, self-concept) grounded in Islamic values of khidmah and ikhlas, yet constrained by underdeveloped surface competencies (knowledge and skill) due to chronic financial limitations. Monthly guided self-assessment and a differentiated tasmi' system demonstrate institutional creativity within resource constraints. Asatidz competency is estimated to account for approximately 80% of student memorisation success. The study concludes that while the spiritual-motivational foundation of RQM's asatidz is exemplary, a systematic programme addressing surface competency gaps is urgently needed to ensure sustainable and equitable tahfiz quality.
