Qur'an-Based Community Empowerment through the Majelis Taklim Konversi Diniyah Program at KUA Bandung City

This community service activity (Praktik Profesi Mahasiswa/PPM) was carried out by students of the Qur'anic Sciences and Tafsir Department, Faculty of Ushuluddin, UIN Sunan Gunung Djati Bandung, in partnership with the Ministry of Religious Affairs of Bandung City and three of its Religious Affairs Offices (KUA)—Cibiru, Sukajadi, and Panyileukan. The partner community faced limited teaching capacity for non-formal religious education, low literacy on halal certification among micro-enterprises, and the need for more intensive pre-marital guidance. This activity aimed to strengthen Qur'an-based community empowerment through the Majelis Taklim Konversi Diniyah (MTKD) program while positioning students as facilitators of religious learning. The service approach combined participatory action research, service learning, and asset-based community development, implemented through preparation, participatory implementation, and evaluation stages over one month. Activities included facilitating MTKD classes using the Talaqqi and Tilawati methods, assisting pre-marital guidance sessions, supporting religious counseling in general community assemblies, and accompanying micro-enterprises through the free halal certification (SEHATI) scheme. The results show that the tiered, andragogically-informed Talaqqi and Tilawati methods effectively strengthened participants' Qur'anic literacy across age groups, that student involvement expanded the KUA's outreach capacity, and that partner micro-enterprises gained practical understanding of the halal self-declaration procedure. Supporting factors included strong institutional collaboration and community trust (social capital), while limiting factors included the short duration of placement and uneven technical mentoring. The activity concludes that MTKD constitutes a replicable, living-Qur'an-based empowerment model that integrates tafsir students' academic competence with the practical religious needs of the community, and recommends extending the program duration and strengthening inter-institutional coordination for sustainability.
